Zerbo explained the mission and goals of CTBTO and underscored the verification regime’s contribution to international security. The most recent example of its effectiveness in identifying nuclear tests was evident on 12 February 2013 when 96 CTBTO monitoring stations detected the third North Korean nuclear test.
“World leaders meet at the United Nations last month to reiterate their call for a total ban on nuclear tests. But not all governments are on board. The top official of the Comprehensive Nuclear-Test-Ban Treaty Organization is trying to change that…’our job is to detect any suspicious event that is not a natural event…our data is transmitted immediately to our Member States.’ Zerbo is advocating that once [the 8 Annex 2 States] join, the system would contribute to their security”
